Guam Memorial Hospital Administrator Lillian Posadas confirms that another COVID-positive person was dead on arrival at the hospital. It's all the more reason the former head of the Governor's Physicians Advisory Group strongly believes that additional restrictions need to be put in place - now - because things are only going to get worse.
